Measure your dog from nose to base of tail while they are lying stretched out, then add a few centimetres. Most dogs sleep stretched rather than curled, so a bed sized to a curled-up dog will get ignored.

Back length — from the base of the neck, where a collar sits, to the base of the tail. Measure while your dog is standing, not lying down.
Chest girth — the widest part of the ribcage, just behind the front legs. Snug but not tight, with room for a finger or two.

Between two sizes?
Size up. A bed slightly too big still works; one slightly too small gets ignored. A hoodie slightly too big can still be worn; one that pulls across the chest will not be.
